overflow valve

My tank levels are no longer registering in IN-comand. When the water is hooked up to "city water", and my tank is full, it doesn't shut off the water, the water starts overflowing through the overflow valve above where the electric chord comes out of my RV. When i switch the water to "dry camping" mode, the water pump cycles on and off every few min regardless if I'm using water or not. I've tried changing the water pump out but it doesn't fix anything. thank you for your help.
