Clear tail lights

It may be a silly question, but when should the clear tail lights be on. Mine don't seem to work. I have replace them, but still no luck. Also lights on the right side of the camper don't blink when the turn signal is on. Any help would be appreciated.

The white lights are backup lights, should only come on when in reverse. Sounds like you've got wiring issues either on truck plug or junction box on the RW hitch.
