Painting over the wallpaper

Any advice for painting over the wallpaper? Does it require primer or special paint? We want to brighten up the inside. Tired of looking at brown in the living area, brown in the bath and brown in the bedroom.

This is a WAG on my part. I believe the wallboard has a synthetic covering that is attached to the extremely thin fiberboard behind it. I would think that whatever paint you might use must be compatible with synthetic/polymer/plastic surfaces.
