I think that answers my question - the converter steps down to meet the 12V load.

I only meant its universally used for power assessment. The various voltages used can confuse things for many people, thus wattage is a common power measurement that can be easily converted to the voltage in question.

So thats where the 100A converter came from in the brochure Mine has the PD 90A.
What I was wondering is if the load at the meter varies based on what the DC load is going through the converter. I think LWG answered that by noticing his draw drops down to 1A on the surge suppressor when the 12 load is low.

That's why power plants, solar panels/arrays, wind generators, etc are rated in watts.
